I don't think that comes with better communication skills. Its the Confidence in you that makes you to speak up and raise concerns. Obviously, good communication will help you to put your point in a better and more understandable way. But bringing clarity to your issue is secondary, raising the issue first holds the foremost priority.

The presence of issues and concerns is expected, but not letting everyone aware of them within time is not acceptable. Its the best when things happen as expected by everyone in a predictable manner.
Surprises are welcomed by very few people, and never in the professional world !!
What usually I have observed around me while working with colleagues is that people who do not foresee potential risks get portrayed as highly incompetent. Presenting even highly valid points as core reasons of failure afterwards doesn't help; they are only perceived as mere excuses.
